03 - Add finely chopped onion and minced garlic to the skillet and cook 2 to 3 minutes until softened and fragrant.
04 - Stir in frozen peas and carrots and cook for an additional 2 minutes.
05 - Mix in condensed cream of mushroom soup, whole milk, Worcestershire sauce, 1 cup shredded cheddar cheese, salt, and pepper. Cook until thoroughly combined and heated through.
06 - Spread beef mixture evenly in the prepared baking dish.
07 - Sprinkle 1/2 cup shredded cheddar cheese evenly over the beef layer.
08 - Arrange frozen tater tots in a single layer across the top.
09 - Bake uncovered for 35 minutes until tater tots begin to brown.
10 - Remove from oven, sprinkle remaining 1/2 cup shredded cheddar over tater tots, then bake an additional 10 minutes until cheese melts and tots are golden.
